			<description><![CDATA[Deputy City Manager Josh Copley and City Manager Kevin Burke announced that they have narrowed the field of candidates for Chief of Police to two.  Kevin Treadway, Acting Flagstaff Chief of Police and Blair Ulring, former Stockton California Chief of Police were selected for further consideration.<br />
<br />
Five candidates went through the rigors of eight (8) different assessment centers involving community members, police personnel, and various managers.  All had outstanding knowledge, skills and abilities; however, Treadway and Ulring consistently performed well across these evaluation tools. <br />
<br />
The City will now complete full background checks on the final two including criminal, financial, personnel records.  They will also conduct third party reference checks and interviews.  Copley (whom the Chief will directly report to) and Burke will then sit down with the two finalists and explore strengths and opportunities that were presented through the assessment and background reports to determine the best match for the department, the organization and the community.<br />

On May 16, 2012 at approximately 12:20 p.m. Officer R. Tullis of the Flagstaff Police Department responded to a residence in the 2800 block of N. Fort Valley Rd. for a possible burglary in progress. <br />
<br />
Once Officer Tullis arrived on scene and began checking the exterior of the residence for any signs of forced entry into the home. When officer Tullis arrived to the rear of the home he noticed a possible point of entry into the residence. Officer Tullis immediately advised dispatchers of the possible forced entry and requested additional units. <br />
<br />
While waiting for responding officers, Ofc Tullis took up a position of concealment where he could detect any movement coming and going from the possible point of entry. Within minutes of setting up, Ofc Tullis observed a male suspect emerge from the point of entry and once Ofc Tullis addressed the male suspect, the suspect fled on foot into the nearby wooded area. Ofc Tullis immediately gave this information to responding officers and dispatch over the radio and then pursued the suspect on foot. <br />
<br />
Ofc Tullis was able to take the suspect into custody after a brief foot pursuit. The suspect in this case was identified as Michael Joseph Hefner (19) of Payson Arizona. Hefner was booked into the Coconino County Jail for one county of residential burglary. The case is still on-going no further details to release at this time.]]></description>

The leader of the group, Erid Shehaj, is an Albanian National living in the United States on a student visa.  Erid was found to live in Tempe and was transporting cocaine to Northern Arizona in an attempt to create a distribution ring that would include Flagstaff, the surrounding area, and the adjacent Indian Reservations.  <br />

The three month undercover investigation resulted in two arrests, the seizure of over 1.5 pounds of cocaine (street value of over &#36;37,000), &#36;2,700 in cash, and the seizure of two vehicles.  <br />

On Saturday May 12, 2012 just after midnight, an officer of the Flagstaff Police Department pulled up to a large crowd of people in the 3000 block of E. Elder rd in the Siler Homes subdivision. <br />

Additional officers and investigators arrived on scene and learned there may have been a confrontation between two groups of individuals. All of the subjects from both groups fled the scene, however through the initial investigation officers and investigators learned of potential people of interest in the case and are actively seeking out those leads. The criteria officials consider before implementing fire restrictions include current and predicted weather, fuels conditions, fire activity levels and available resources. <br />

Under the fire restrictions fires, campfires, charcoal, coal and wood stoves are allowed in developed campgrounds only.  The restrictions also limit smoking to within enclosed vehicles, buildings, or in developed campgrounds. Pressurized liquid or gas stoves, lanterns, and heaters that can be turned off are allowed. <br />

Forest visitors are reminded that some campfire restrictions are always in effect, such as in forested areas within city limits of most northern Arizona communities. Upon arrival they found 1 person had been stabbed once in the torso. The suspect ran from police and is still outstanding. He has been identified as 36 year old Sampson Yazzie Webb. Webb is described as a Native American male, last seen wearing a camouflage jacket and white pants.<br />

Police officials are asking anyone with information on Webb's whereabouts to contact the Flagstaff Police Department at 774-1414 or Silent Witness at 774-6111 or (877) 29-CRIME. <br />

The victim is being treated at FMC for his injuries, NO FURTHER INFORMATION.]]></description>

			<description><![CDATA[Prescribed burn in Hart Prairie to continue Tuesday<br />
 <br />
Flagstaff, AZ – Pending favorable conditions tomorrow, Tuesday May 8, fire managers on the Flagstaff District are planning to continue prescribed burning efforts north of Flagstaff in Hart Prairie. Crews will burn 350 acres in increments of 100 acres north of Flagstaff, west of the San Francisco Peaks, east of Highway 180 and south of Forest Road 794. Smoke will be visible from Flagstaff and will disperse to the northwest toward Kendrick Park with the forecast winds. Smoke may be noticeable on Highway 180. If winds become light, some residual smoke will drain south and west across Hwy 180 and toward the Bellemont area overnight.<br />
 <br />
Because Hart Prairie is at a higher elevation than Flagstaff, fuels in the area are just becoming dry enough to burn. Fire managers have been watching for this window of opportunity - the area has sufficiently dried, green-up has yet to occur extensively, and other conditions are ideal. These burns are a critical part of ongoing efforts to regenerate aspen which have been in decline, and to reduce the risk of a severe fire on the west side of the Peaks.<br />
 <br />
All prescribed fire activity is dependent on personnel availability, weather – including winds and ventilation – and approval from the ADEQ (<a href="http://www.azdeq.gov" target="_blank">http://www.azdeq.gov</a>).<br />
 <br />
Fire managers make every effort to minimize smoke impacts to the communities while continuing to address the critical need to reduce the risk of severe wildfires around those communities. Tactics to keep smoke impacts as minimal as possible include cancelling burns when conditions aren’t favorable, finding alternative uses for the debris in slash piles, timing ignitions to allow the majority of smoke time to disperse prior to settling overnight, and burning larger sections at a time when conditions are favorable to reduce the overall number of days smoke is in the area.<br />
 <br />
In addition, the Coconino National Forest coordinates prescribed fire plans with the partners of the Ponderosa Fire Advisory Council (which includes state and local fire departments), as well as neighboring forests, to reduce the impact of smoke on the communities. <br />

			<content:encoded><![CDATA[Prescribed burn in Hart Prairie to continue Tuesday<br />
 <br />
Flagstaff, AZ – Pending favorable conditions tomorrow, Tuesday May 8, fire managers on the Flagstaff District are planning to continue prescribed burning efforts north of Flagstaff in Hart Prairie. Crews will burn 350 acres in increments of 100 acres north of Flagstaff, west of the San Francisco Peaks, east of Highway 180 and south of Forest Road 794. Smoke will be visible from Flagstaff and will disperse to the northwest toward Kendrick Park with the forecast winds. Smoke may be noticeable on Highway 180. If winds become light, some residual smoke will drain south and west across Hwy 180 and toward the Bellemont area overnight.<br />
 <br />
Because Hart Prairie is at a higher elevation than Flagstaff, fuels in the area are just becoming dry enough to burn. Fire managers have been watching for this window of opportunity - the area has sufficiently dried, green-up has yet to occur extensively, and other conditions are ideal. These burns are a critical part of ongoing efforts to regenerate aspen which have been in decline, and to reduce the risk of a severe fire on the west side of the Peaks.<br />
 <br />
All prescribed fire activity is dependent on personnel availability, weather – including winds and ventilation – and approval from the ADEQ (<a href="http://www.azdeq.gov" target="_blank">http://www.azdeq.gov</a>).<br />
 <br />
Fire managers make every effort to minimize smoke impacts to the communities while continuing to address the critical need to reduce the risk of severe wildfires around those communities. Tactics to keep smoke impacts as minimal as possible include cancelling burns when conditions aren’t favorable, finding alternative uses for the debris in slash piles, timing ignitions to allow the majority of smoke time to disperse prior to settling overnight, and burning larger sections at a time when conditions are favorable to reduce the overall number of days smoke is in the area.<br />

In addition, the Coconino National Forest coordinates prescribed fire plans with the partners of the Ponderosa Fire Advisory Council (which includes state and local fire departments), as well as neighboring forests, to reduce the impact of smoke on the communities. <br />

Six finalists have been invited to in-person interviews for the job of Chief of the Flagstaff Police Department.  The City of Flagstaff received 52 applications and conducted phone interviews with 15 candidates prior to selecting the six finalists. The finalists include:<br />
<br />
Robert Carter, currently the Branch Chief of the Safety and Security Risk Management Division for the General Services Administration in Washington DC. Carter worked for the Fort Lauderdale Police Department for 23 years before retiring in 2009 as an Assistant Police Chief. Carter also spent nearly a year as the Chief of Training for the Law Enforcement and Protective Services Department in the Department of Defense. He holds a Master’s degree in Public Administration from American University in Washington, DC. <br />
<br />
Matthew Hamner is currently employed as Major-Chief’s Executive Officer for the Indianapolis Metropolitan Police Department, Indiana. He has worked for the Indianapolis Metropolitan Police Department since 1990 when be began his career as a Patrol Officer moving up in rank to what is equivalent to an Assistant Chief of Police. He is nearing completion of a Master’s Degree in Criminal Justice at Indiana University. <br />
<br />
Daniel Hughes served as the Chief of Police for the Surprise Police Department in Arizona from 2002 to 2010. Prior to Surprise, he worked for 24 year for the Springfield Police Department in Illinois, moving up the ranks to Assistant Chief of Police. Hughes is currently teaching in the Master’s Program at Webster University, Luke Air Force Base. He earned his Master’s Degree from Western Illinois University in Law Enforcement and Justice Administration.  <br />
<br />
Ken Koch served as the Interim Deputy Chief of the Flagstaff Police Department. Koch started his career with the Flagstaff Police Department in 1989. He has been promoted throughout his career from Police Officer to Interim Deputy Chief. Prior to Flagstaff,  Koch served in the United State Air Force for five years and was honorably discharged as a Sergeant in 1989. He earned a Bachelor of Science Degree in Criminal Justice from Northern Arizona University in 2000. <br />
<br />
Kevin Treadway is the Acting Chief of Police of the Flagstaff Police Department. He began his Flagstaff Police Department career in 1987 as a Patrol Officer and worked his way to Deputy Chief of Police in 2006 and then Acting Chief in 2011. Treadway earned a Master’s Degree in Educational Leadership from Northern Arizona University in 2003. <br />
<br />
Blair Ulring worked for 28 years for the Stockton Police Department in California. He retired in February having served from an entry level Police Officer position promoting his way up to Chief of Police of the Stockton Police Department.  Ulring holds a Master’s Degree in Law Enforcement Management from La Salle University. <br />
All six finalists will be in Flagstaff for an extensive three-day interview process, including an informal reception where the public is invited to meet the candidates and offer their feedback through comment cards. The public gathering will take place on Thursday, May 10th from 5 to 6:30 p.m. in the Flagstaff City Hall Council Chambers.  <br />

He has worked for the Indianapolis Metropolitan Police Department since 1990 when be began his career as a Patrol Officer moving up in rank to what is equivalent to an Assistant Chief of Police. He is nearing completion of a Master’s Degree in Criminal Justice at Indiana University. <br />

Daniel Hughes served as the Chief of Police for the Surprise Police Department in Arizona from 2002 to 2010. Prior to Surprise, he worked for 24 year for the Springfield Police Department in Illinois, moving up the ranks to Assistant Chief of Police. Hughes is currently teaching in the Master’s Program at Webster University, Luke Air Force Base. He earned his Master’s Degree from Western Illinois University in Law Enforcement and Justice Administration.  <br />

Ken Koch served as the Interim Deputy Chief of the Flagstaff Police Department. Koch started his career with the Flagstaff Police Department in 1989. He has been promoted throughout his career from Police Officer to Interim Deputy Chief. Prior to Flagstaff,  Koch served in the United State Air Force for five years and was honorably discharged as a Sergeant in 1989. He earned a Bachelor of Science Degree in Criminal Justice from Northern Arizona University in 2000. <br />
<br />
Kevin Treadway is the Acting Chief of Police of the Flagstaff Police Department. He began his Flagstaff Police Department career in 1987 as a Patrol Officer and worked his way to Deputy Chief of Police in 2006 and then Acting Chief in 2011. Treadway earned a Master’s Degree in Educational Leadership from Northern Arizona University in 2003. <br />
<br />
Blair Ulring worked for 28 years for the Stockton Police Department in California. He retired in February having served from an entry level Police Officer position promoting his way up to Chief of Police of the Stockton Police Department.  Ulring holds a Master’s Degree in Law Enforcement Management from La Salle University. <br />
All six finalists will be in Flagstaff for an extensive three-day interview process, including an informal reception where the public is invited to meet the candidates and offer their feedback through comment cards. The public gathering will take place on Thursday, May 10th from 5 to 6:30 p.m. in the Flagstaff City Hall Council Chambers.  <br />

On April 30, 2012 at approximately 8 pm local time, officers of the Flagstaff Police Department were called to 706 S. Milton Rd for a subject not breathing. The subject was identified by the team doctor and roommates as Alexander Dale Oen (26) of Norway. <br />
According to information gathered by investigators, two roommates of Alexander reported after returning from playing golf, Alexander went in to take a shower. After showering for longer than normal the roommates tried calling out to Oen but did not get a response. After not getting a response from Oen, one roommate forced his way into the bathroom to find Oen lying in the shower unresponsive. The team doctor was called to the room and later medics and officers were called to the scene. <br />
<br />
When officers arrived on scene Alexander Oen was receiving medical treatment from the local emergency medical technicians. Alexander was transported to the Flagstaff Medical Center where he was later pronounced deceased at approximately 8:39 p.m. local time. <br />
<br />
Flagstaff Police Investigators remained on scene and are conducting a thorough investigation into the cause of death. Upon the initial investigation, there were no signs of trauma or foul play. An autopsy has been scheduled for later today here in Flagstaff. The Coconino County Medical examiner’s office will conduct the autopsy, and it is unknown when those results will be released. <br />
<br />
It was quickly determined Alexander Dale Oen was a member of the Norwegian Olympic Swim team, who are present in Flagstaff Arizona for training. The team has been in Flagstaff for approximately three weeks. This team is one of six international sports teams currently training in Flagstaff. Due to our high altitude, Flagstaff is a popular destination for athletes to train. <br />

The Flagstaff Police department extends our heart felt condolences to Alexander’s  family, his teammates and to the international Olympic community. The investigation into his tragic death is on-going. There are no further details to release at this time.]]></description>

Flagstaff Pulliam Airport has begun long-awaited improvement work on taxiway pavement, lights and signs. A Federal Aviation Administration (FAA) grant of &#36;3.1 million is paying for a majority of the improvements which will result in improved safety, efficiency and prolong the life of the existing systems. <br />
<br />
Beginning on Sunday, April 29th the runway at Flagstaff Pulliam Airport will be shut down from 11 p.m. to 6 a.m., every Sunday through Thursday for 5 week. This closure will allow the construction contractor is to replace all runway/taxiway edge lights. This phase of the projects effects all of those who fly in and out of Flagstaff including US Airways late night arrivals and first flights in the morning. The Airport has advised US Airways of this closure, and they have worked to adjust their flight schedules to limit impacts to their customers. There will still be some helicopter traffic using the airport for medical flights and refueling but no airplanes will be allowed on the runway.<br />
<br />
The next phase of the project will be to replace all signs on the runways and taxiways that guide pilots down the runway. The last phase will be to mill down the old asphalt on the south half of the taxiway and repave it. This asphalt has reached the end of its life and can no longer be repaired. <br />
<br />
Of the &#36;3.1 million for the airport improvement project, 90% was paid for by the FAA, 5% from Arizona Department of Transportation Aeronautics and the remaining 5% from the City of Flagstaff. <br />
<br />
This project has been in the planning stages for 3 years, and will result in improved service for all pilots and airlines that use Flagstaff Pulliam Airport.<br />

It is one of the most effective ways to prevent and deter criminal activity, attend to home and personal security, address the safety of our children and the elderly, and to alleviate fear and isolation.  Residents learn how to observe and report suspicious activity and reduce the risk of becoming a crime victim.  <br />

Officers responded to the Flagstaff Medical Center to begin an investigation into injuries sustained by a very young child. Officers learned the child had stopped breathing and suffered severe injuries as a result of being forcibly shaken. The child is still being treated by Flagstaff Medical Center and its current condition is not known at this time. <br />
<br />
Officers later arrested the father who was identified as Kevin Reed (23), of Flagstaff. Reed is currently in custody at the Coconino County Jail for one count of Child Abuse. The investigation is still ongoing, no further details to release at this time.]]></description>
